I'll see what I can do. I'll probably add a line to nv4_go.inf and change the section used.
The .txt file is just a changelog. It's not vital. But thanks, I'll update them for the next round of updates.
I'm working my way through updating all the x86 vista/win7 DriverPacks. Once I'm done with those, I'll take a look at yours. Funny though, I had already built my DriverPack Graphics A x64 just before you posted yours. 
BTW, we're using a new DriverPacks folder structure layout for the new nt6 DriverPacks that you're not following.

If that fixes your issue, I can add that via a DriverPacks Finisher .ini entry.

His fix was to manually register that dll during ROE.

This is a DriverPacks support forum. We don't support drivers in general.
This issue with the quadro card in Dell systems may be because Dell isn't using reference quadro cards so the reference drivers are failing. Dell is notorious for including proprietary hardware in their systems.
You're not the only one reporting problems with Dell D6*0 systems using Quadro hardware.
Do the standard Dell drivers work?
What are your HWIDs?
Well, it looks like the rest of the DriverPacks are working fine. The problem appears to be within your own Third Party DriverPack.
Have you tried using the main DriverPacks? Do they work? Have you verified your extracted drivers work on a bare XP install (using the "have disk" method)?
How large is your own Third Party DriverPack? Can you upload it somewhere so we can take it apart?
Making your own Third Party DriverPack is not for the faint of heart. 
Please post your DPs_BASE.log and DPsFnshr.log.
