If you install the standard ATI "legacy" Catalyst 10.2 drivers (NOT DriverPacks) for your 9600XT, do they work?
Well I don't have a card as old as the 9600XT, but the DriverPack Graphics A installs OK on my notebook x600 but the CCC fails to start half the time.  I don't know why.  All I can say is that ATI builds crap drivers and even worse installers.  Why they have an installer that's such a convoluted pile of sh*t I'll never understand.  I'm tempted to build a "legacy" CCC for the older drivers and keep the new CCC for the new drivers because it seems only the older cards have the problems.

It looks like you did everything right.  I don't know why your drivers didn't load automatically.  It's possible your system chipset isn't included in the DriverPack Chipset support list.  Not loading the chipset drivers correctly can cause all sorts of havoc with other drivers loading.
Your DPsFnshr.log will have more info.  But it's big, so you'll have to split it up and post it into two (or more) separate posts.

If you point us to where we can download those drivers we can add them into our Third Party DriverPacks (if they're not already there).
Please post your DPs_BASE.log and/or DPsFnshr.log so we can see what you did during your driver integration.  It's possible that you did nothing at all wrong.  But it's also possible that you made a simple error that's easily fixed.  We can't help without your logs.

I updated DriverPack LAN to 10.04.11 and DriverPacks BASE builds the BartPE plugins just fine now.

Your only recourse is to delete the contents of %windir%\System32\DriverStore\FileRepository\
But that would probably cause a whole host of problems...I haven't tried it.

Delete SHLWAPI.dll from both d\l\v1 and d\l\v3 and retest.  That file was added with the new versions but it's not listed in the SourceDiskFiles portion of either .inf.
It's probably not even needed.

Sounds like a hardware function rather than a driver.  I imagine the utility just monitors the status of the drive and doesn't actually handle any of the critical functions.
