I see same error now (20.01.09) when download new driverpacks via DPs_BASE.exe Update Checker.
I think that corrupted MassStorage driverpack still present on the download servers.

This is NOT DPsFnshr error. This is error from ATI tray icon program. This program try to access to help file. This help file inaccessible or wrong format.

Solution - remove atiptaxx.exe icon from system tray
