Hardly.
We are already using a Solid Archive to save the most space.
As all DriverPacks are already groupd into quite large packs that do contain a lot of hardware, combining them all into one large file would probabaly save some additional 2% at best.
Those 2% wouldn't gain you much, if anything, however.

Firstly, file size hardly has any effect on the actual DL speed (not counting very small files at 1KB, obviously), however, it means you will have to DL the whole large pack even when only one single driver file is added/updated.

It shouldn't really be that much efford to DL the handful of files there is.
Compared to how much efford and time the DriverPacks already save you, that is negligible.
Granted, an automated updating/DLing of newer files would be a nice addition to the Update Checker (currently, this only works for BASE), but seeing as the DriverPacks get updated once a month at best, I think one can easily deal with the current situation.
