Why do you want me to run this tool? So I just extract it and run it anywhere?

hi
the tool should be run in a system that has this sigmatel soundchip, and the output (HWID-List) should be posted.
That is how we can find out wether this is supported.
you could do that too, if you have 7zip installed.
un7zip the sound packs
look for the HWID for this soundchip in the List
search the unzipped soundpack folder for TXT string, paste HWID in the dialog box, and it crawls all inf files...

No listing for Sigmatel Audio. The only listing above is: "Microsoft UAA Bus Driver for High Definition Audio".
When I boot up the system for the first time, the driver for "Microsoft UAA Bus Driver for High Definition Audio" is not installed. If I go to the "C:\windows\system32\drivers" folder it finds the driver, but in Device Manager, it shows an ! on Sigmatel HD audio codec and says "this device cannot start". If I load the driver off the Dell support site then the audio begins working.

You will need to install the HDA hotfix from MS to make any HDA device work.
AFTER you have installed that, the real SC driver can be installed.
Ususally, this is handled by the DriverPacks.
If you use an UpdatePack which already contains the HDA hotfix, this step will be skipped because unnecessary.
Please post your logs to see whether the HDA detection worked properly.
