The STMicro driver was identical to Third Party DriverPack Misc 11.08.
Updated the PM driver though:

- L\  Lenovo ThinkPad Power Management Driver to 07/28/2011,1.64.00.00

Implemented in Third Party DriverPack Misc 12.01 (in work)

It's "in the system".
I previously neglected to mention that it was in that updated misc pack, amongst other updates.
How efficiently does it work?  Seems good on my ThinkPad R40.  IntelIDE installs by default in all NT5 OS'.
