I'd like to know if a device ID (HWID) is the same on any computer the device is connected to. In other words, are these IDs built in hardware OR are randomly assigned by M$ Windows?

I'm not 100% sure but logic dictates they must be built in the hardware, else it would completely defeat their purpose.
How could you definately detect a specific hardware component if the code would vary from system to system.
The driver detection and installation is based on this (else, all drivers had be installed, whether the approriate device is present or not).

can you turn your logic on? it's HARDWARE ID. not SOFTWARE ID. so it's the same on all PC's and OS's
