Does the latest release of a driver pack such as LAN include all the drivers from the previous releases?

ie: should i download all the previous LAN driver packs to have a complete driver database?

Yes, each release is cumulative.  Meaning, each release contains everything in the previous release unless updated/added or specifically removed to fix a bug.
You should only use the most current versions of all the DriverPacks.
