It's part of all newer WD My Passport external USB hard drives with SmartWare on it. It's from VirtualCD on the drive.
Using the disk as a normal USB external without any "smart" WD features you get prompted at every connection.

I'm getting very slow download speed (20-30 KB\sec) for a few days. Trying now with all 3 graphic packs without dl manager and it will take a while. Any chance of a mirror?

Hi, Bâshrat the Sneaky, same problem here. On my system, even if I change regional settings from default (Slovenian)
to for example English or Italian, there is no change 
. Strange.
