Glad to hear you figured it out.  To be honest, I haven't used a CD-R in over a year.  I keep a few CD-RW discs handy but I've moved entirely to DVD-R and USB thumb drives.  DVDs are dirt cheap.

Many new DriverPacks were released in the past few weeks.  The culmination of fixing numerous bugs reported in the forums and routine updates.
Thank you to everyone who posted bug reports in our forums.  You've helped make DriverPacks even better!
As usual, these DriverPacks have passed our testing-team's rigorous testing methods.

Many people have asked the question: "Why are the downloads only torrents now?" or "What happened to the direct downloads?"
Well, the answer is simple:
Greed killed the DriverPacks downloads. 

Bit Torrent is now our sole means of distribution.  Our donations dropped to a level that would no longer sustain the website AND download demands.
High-speed dedicated download servers are expensive and were the first to go.  Then we lost our donated CDN bandwidth.  Bit Torrent is now our only option left.

So, if you find DriverPacks useful AND you make money from their use (Enterprise/Commercial use), please strongly consider donating a fraction of your profits to DriverPacks to help sustain the efforts.
Donations have always been voluntary, but money is getting scarce.

OK, just to clarify for me.
Does the BSOD occur BEFORE or AFTER the GUI phase of setup.  The GUI phase begins with the "39 minutes remaining..." progress bar on the left side.  Also known as T-39, T-38, T-37, T-36...etc.
If the BSOD occurs BEFORE the GUI phase, then the .ini may need to be changed as you indicated.  If you get the GUI phase and the progress bar gets to the T-36 stage (driver load) and then BSOD then something squirrelly is going on with the driver.

Well, how you described your problem (txtmode works, BSOD after GUI first reboot) indicates that the problem is NOT with the .ini.  The .ini only tells Windows setup how to find the drives during the initial setup (blue screen, white text, where you select the drive to format/install).  Once setup continues into the GUI, the drivers are selected from the %systemdrive%\D\ folder.

Did you also edit the D\M\I8\*.inf file to delete the HWID?

Well, once Intel makes that version of RST final (you're all using test versions) then we'll add it to the DriverPacks...NOT BEFORE.

No like newsposter said, you need both.
Chipset is THE most important of the DriverPacks.  dpms allows for the drives to be "seen" during txtmode.  The pair work together.

I'll bet you built your .iso with strict 8.3 filenames.  I use relaxed filenames in my own .iso build.

Install uTorrent.
Download the .torrent files for the DriverPacks you want.
Doubleclick the .torrent files, utorrent will start to download them for you.

If you look at the Intel chipset "drivers" you'll notice that there are no .sys files (other than USB), so really there are no "drivers".  The signed .inf files only add registry entries so that the system knows what to call all those "unknown device" items in the device manager for the devices in your motherboard.  Just because the chipset package can identify your Mass Storage device, doesn't mean it's operating at peak efficiency.  That's what the RST drivers do.

Having an imbalance of version numbers isn't a problem in itself.

I think you're looking too deep into a non-existent problem. 
If you have a problem with the RST driver, post your report in the appropriate thread. 
If you have no problems with the provided drivers, then ultimately...there is no problem.
