confirmed!  I built my uh build using guirunonce, all the drivers, and ktd m2. and got the desktop.ini issue.  i removed and readded Bâshrat the Sneaky using all the drivers, ktd, m2, but i used runonce 937 and got NO desktop.ini issues.

sum up.  seems like guirunonce is the issue.

I've added the suggested work-around in the next version of the BASE: the permissions of the desktop.ini in your Startup directory (or whatever it's called in your language) will have its attributes reset, to renable the SYSTEM and HIDDEN attributes.

Thank you all for your suggestions and sorry for taking so long to solve this odd, yet most annoying issue.
