This setup has been working flawlessly on my (otherwise troublesome) sony vaio notebook.  I also tested this combo on a customer's notebook with Express 200M chipset and it also worked flawlessly.
This should solve this problem once and for all!
Now ALL the graphics DriverPacks are SMALLER!  A side benefit of the move.

I'll try to upload them all in a few days once I get them finished.

I used yumeyao's addon plus a couple of vc++ unattended installers. That seemed to take care of the problem. So I went back to try and figure out if it was user_hidden's .net framework or if it was the vc++ runtimes that fixed it. I updated my graphics driverpacks and now CCC isn't even installing. It's a legacy card. I wonder if I just had a corrupted driverpack?

You should file a bug report directly with ATI/AMD.
I can only work with what ATI provides.  If that is not enough, then my hands are tied.

Perhaps you can discover if an older driver works? Or perhaps an OEM / Manufacturer driver is available???
