Well I haven't been able to get this pack to work correctly for ages now and since 85% of all the systems I work on are Dells with either Synaptics or Alps I decided to break out the drivers and create separate packs. Now I have a pack for Synaptics and a packs for ALPS and of course the original pack with the updated drivers. Certainly not what I was looking for but my tests so far on three laptops have all worked, so until I have a better answer at least this resolves my problems with this.

Had my fist success on this issue... after checking the logs I decided to try a few things with the HID pack:
1st I deleted all the non ALPS and Synaptics drivers/folders
2nd I deleted the ini file
3rd I updated the Synaptics driver to 14.0.3.0
4th I created a new SAD and ran it against the the current install and it updated the driver correctly

EDIT:
I updated the A3 driver
Updated from 7.1.102.7 08/24/2007 to 7.4.102.102 03/06/2009 and tested the SAD again but before I did I reverted back to the MS PS2 driver and made sure all the programs were uninstalled... I noticed that both the TouchPad and the Synaptics programs were installed and this confused me... further I noticed that Dell actually provides a driver that is an ALPS v7.4.102.102... so why does the Synaptics install? I am confused again...
