It's most likely because the earlier version proved to be more reliable. But you'll have to read the change log to find out.

Hi, I noticed that the driver of Intel ICH9IDE.INF was updated in 2008, but the version that is still DriverPacks in September 25, 2007 (Version 8.3.0 Build 1016). Why the old version was kept? Thank you.
