[IDEA] Public HW configs database

The original idea aims to collect detailed HW configurations (through an automatic standalone "system information grabber" bootdisk) from user's machine(s) to allow OSes developers to better match compatibility issues.

After some discussion, i realized that this kind of database could be used for mutch many goals such as:

1. Collecting drivers performances/functionality related to machine configuration (to be clear: a more-reliable Driver Guide-like rating panel);

2. Generating specific (aka per-user) RSS-like feeds for drivers update;

3. Collecting/comparing more detailed and reliable machine performances and relative stats (such as techPowerUp! Overclocking Database's Automated Test Suite);

4. Help manufacturers to improve their products compatibility with other components;

5. <anything else>

Let me know what you think.
