Well, that greatly depends on the kind of GIF you use.
If unoptimized, they can indeed take up quite a lot of space, however, you can slim them down a lot if you're doing it properly.
Unless you were to put an entire movie sequence into GIF, it can be quite efficient.
Especially banners; if the only changing element is text (the slogan), the only information you'd need to save to each frame is the difference to the previous one.
With text, that isn't so much as you can gather, hence the resulting file size is merely that of the banner graphic (which you would have anyway) plus that little text info.

Anyway, when the time comes, I'm more than willing to create and trying to slim down such an animation.
Wouldn't be the first one I'm doing

a news ticker style, TXT, no graphics, show, stop, with something like a 7 second lag (or 5 minute, why not) between other slogan.
I agree, graphics can slow page load.

I like your first one a lot though: "Every Driver, Zero Effort". That's my favorite so far.

Let's say that we'll make a shortlist (with only 10-20 slogans left) this Sunday (5 days from now).

Sooner or later, there will be a top twenty, then a a hard look by members, and then we will have to decide.

When are the team going to select our top twenty?

One idea that is worth a consideration, is a animated logo, where more than one descriptive slogan is in.
(the searchbot stuff optimizing is probably done in other metatags, but a nice none-static slogan, hey... why not?)
