Nope, MSFN has either removed or blocked the DriverPacks forums, although I requested them to keep it online... nothing I can do about that.

Maybe locked, deleted or moved to a forum where you do not have access to.

Can everyone acess the Uniform UXPCD dicussion topic or is it just me who can't?

It says that I have not permission to "use this feature" althought I am also an msfn member..
